In 1983 when this structure was built it was to be insulated with dirt. Urethane
foam was still in its infancy and had issues with toxic off gases when heated. What made this design ideal for areas
of flooding is that the first floor would allow water to flow with little stress on the structure while the second floor would
be 10 feet above the first with the ability to climb out onto the very top of the second floor arched roof a height of 32
feet.
As you see in these photos there is no load bearing walls, even if a
projectile penetrated a wall the remaining structure would not be affected.
